Amended and Restated Development and TIF Plan

The DDA amended and restated the existing Development and Tax Increment Financing Plan for Downtown Northville in 2014.  The updated document became effective on February 28th, 2015, and is available for viewing by clicking on the link below.

Purpose and Background

The Amended and Restated Plan accomplished the following objectives:
  • organized and consolidated the original Plan from 1978 and the six subsequent amendments to the Plan into one
  • clear and concise document;
  • extended the plan until the year 2040;
  • included a list of future DDA projects and provide estimates and prioritization to these projects;
  • adjusted the Development Area boundaries so that they would be the same as the Downtown District boundaries
On February 2, 2015 the City Council held a public hearing for the purpose of reviewing and taking public comments on the draft Plan.

City of Northville Non-motorized Plan

The purpose of the City of Northville Non-Motorized Plan is to articulate a vision for a walkable and bikable Northville. The Plan provides a framework for a city-wide non-motorized system and a clear direction for the implementation of sidewalks and bikeways throughout the City.  The plan is intended to guide pedestrian and bicycle facility planning, design, and construction for the City. It is implementation-oriented and is also intended to serve as a basis for future grant applications and funding requests.

City of Northville 2014 Master Plan Update

The City of Northville Master Plan provides long term guidance for land use decisions throughout the City, and articulates a vision and charts a blueprint for the City’s future development.  The Michigan Planning Enabling Act (P.A. 33 of 2008) requires local units of government who have adopted a Master Plan to review that plan every five years. The City of Northville’s most recent Master Plan update was completed in 2008, and adopted as an amendment to the 2000 Master Plan.  Therefore, Northville has initiated a process to update the Master Plan to meet the five year requirement.

Strategic Plan

Great downtowns do not happen by accident. A great deal of thought, study and planning are required to develop a vision and then follow through with the necessary steps to for implementation. Below are the guiding documents for Downtown Northville: The Strategic Plan (2006), The Downtown Retail Market Study (2005) and the Map Info Market Study (2006).

The 2006 Northville Downtown Strategic Plan represents a vision for the future of Northville’s downtown and clearly defines objectives and action strategies that serve as a guide to decision-making over the next five to seven years. The Downtown Strategic Plan was presented to City Council at a special meeting on June 26, 2006 and adopted at the City Council meeting on July 17, 2006.
